A $3 billion decision is being made right now

Manitoba Hydro has filed its 10-year energy plan called the Integrated Resource Plan (IRP) with the Manitoba Public Utilities Board (PUB). The plan proposes $3 billion in natural gas combustion turbines as the answer to Manitoba’s growing electricity needs while not adding any solar.

The PUB is an independent regulatory body with the mandate to review and approve or make recommendations to Manitoba Hydro’s plans on behalf of Manitobans. Right now, as part of that review, they are accepting written submissions from the public.

The deadline is June 18th, 2026.

Were the alternatives genuinely explored?

Manitoba already has some of the cleanest electricity in North America. Critics, including three subject matter experts in the PUB review, are asking whether demand-side alternatives were fully considered before committing to $3 billion in fossil fuel infrastructure that will lock Manitoba in for decades.

There are also serious questions about:

  • Whether Indigenous communities were meaningfully consulted
  • The environmental consequences of new gas infrastructure during a climate transition
  • Whether this plan will keep energy affordable and available for Manitobans when it matters most
  • Whether it makes our province more resilient or less

This isn’t shouting into the void

The PUB has real teeth and a track record of actually using them. When a proposed 7.9% hydro rate increase was challenged, the PUB cut it to 3.36%, saving Manitobans an estimated $60 million.

The PUB is required to consider every public submission as part of their review. Your voice matters here and the more Manitobans who show up, the stronger the signal.
